基調講演: サイバーセキュリティ政策の最新動向とPQCに対する政府の検討状況

講演概要:
近年のサイバー脅威の高度化を踏まえて昨年成立したサイバー対処能力強化法のほか、サイバーセキュリティ戦略の改定や重要インフラにおける基準の策定などを紹介する。また、技術的な環境変化に対する具体的取組として、耐量子計算機暗号(PQC)について、CRYPTRECにおける検討状況や政府システムの移行に関する議論の現状を説明する。

2007年総務省入省。情報通信分野において許認可行政やサイバーセキュリティ政策に従事。内閣官房出向では重要インフラ防護や緊急支援チームを担当し、デジタル庁出向では大臣秘書官としてDXとセキュリティの推進に携わる。2024年からサイバーセキュリティ統括官室でサイバー安全保障、経済安全保障、暗号技術等に携わる。

Keynote: Recent Trends in Cybersecurity Policy and the Government’s Considerations on PQC

Abstract: In light of the increasing sophistication of cyber threats in recent years, this section introduces the Cyber Response Capability Enhancement Act enacted last year, as well as the revision of the Cybersecurity Strategy and the formulation of standards for critical infrastructure. Furthermore, as a concrete initiative addressing technological environmental changes, it discusses post-quantum cryptography (PQC), covering the current status of deliberations within CRYPTREC and the ongoing discussions regarding the migration of government systems.

Biography: Mr. UMEKI Takanori joined the Ministry of Internal Affairs and Communications (MIC) in 2007. He engaged in licensing administration and cybersecurity policy within the information and communications field. While seconded to the Cabinet Secretariat, he handled critical infrastructure protection and emergency support teams. While seconded to the Digital Agency, served as Minister’s Secretary promoting DX and security. Since 2024, he has been involved in cybersecurity, economic security, cryptographic technology, and related matters within the Office of the Chief Cybersecurity Officer.
